Even with your additional details your question is not very clear. That is partially because Medicare is not very clear, especially without knowing more details which you probably don't want to post here. However, here are two plans. http://www.yourhealthplanadvisor.com/DrugCard.html
References :
Independent Agent

So if you are not talking about Medicare, what kind of insurance are you asking about? Do you have individual coverage? That will include prescriptions.

A supplemental insurance is in addition to what you already have. You are asking for a secondary drug plan in addition to what your insurance offers?
References :
You need to declare both of them at the time when you are paying for your glasses. Then you can go from there. Most likely they will take your Primary insurance first...they will know which one is which, and then go from there. They will explain their policy to you. Call their billing department tomorrow if you want to know before you go.
References :
It is not possible to "use the second one to cover the rest".

It is possible to use two plans, but they will each cover less. The total covered will be the same as if you used only one plan. You will have to pay the same amount as if you used only one plan.

For example, if each plan would have covered 80% if you had only one plan, and you use both plans, then the amount that the first plan will cover plus the amount that the second plan will cover will still be only 80%, and you will still have to pay the same 20% as if you had only one plan.
References :
Yes, but they don't "stack", they "coordinate". One is primary, one is secondary - and you don't get to choose which is which. The net result of the coordination, is that the primary insurance pays everything they'd pay if there was only one insurance, and the secondary insurance only pays the DIFFERENCE BETWEEN what the primary paid, and what they WOULD have paid, if they were primary.

That means, if plan A pays for your exam with a $10 copay, and $100 towards glasses, but plan B pays for your exam with a $20 copay, and $125 towards glasses, plan A pays for the exam minus $10, $100 towards glasses, and plan b pays NOTHING for the exam, and $25 towards glasses.
References :
It's possible but not very likely. When you have two policies they'll generally coordinate benefits and will not pay anymore than they would if you only had one. However, that will depend upon the policies and the location of care.
References :
Independent Agent

He needs to ask his old employer if he is eligible for COBRA coverage. COBRA is a continuation of the same plan he had while working; however, he'll need to pay the full premium (what he paid and what his employer paid previously). If the old employer had more than 20 employees on the plan he will be eligible. If they had fewer than 20 he may be eligible, depending on the employer and state regulations.

Otherwise, he needs to speak with a local agent that works with all of the major companies in his area. The agent can find the best plan for his situation. There is no charge using an agent.
References :
Independent Agent
